Flow limit

Sorry to ask but is maximum flow defined purely by the internal plate and is unaffected by the test pressure.

For example, if the internal plate is rated to flow 625cfm it will only flow 625cfm no matter what test pressure you are using 10, 28, 40 etc . . . you can't expect to flow more air then the plate will allow. Your scale will just top out, if using the digital manometer you risk damage to the sensor, using water gauges you will have fluid places you don't want it
